This is a big step forward in our E2EE feature and brings us very close to the launch.

This bug fix is the replacement of the new tab override feature in the extension popups that use chrome_url_overrides in Chrome only. We need to use a different approach to override the new tab because Chrome does not have an option to control the new tab override option unlike Firefox. Chrome also has confusing messaging about the new tab override option when its installed because it appears if you choose to disable the new tab override, you are actually disabling the entire extension, not just the new tab override feature.
